are you maybe using an IIS webserver?
e.g. try opening the link to the license file direct,
like - hxxp://yourserver.com/path/krpano.license
when you get an error link this:
then you have an IIS webserver!
then please have a look here:
http://krpano.com/docu/iisservers/
the best solution would be here either to rename the license file like in the link above,
or to use the kprotect tool and build a swf file with an embedded license,
e.g.
- start the kprotect tool
- selected the path to the licenses (on the first start and when they are not in the tools folder)
- add the domains where your swf should be running (via the "Add Domain" button)
- press the "Generete Protected File" button and save the new .swf file
- use in this .swf file instead of the krpano.swf and change the name/path in the html file for it
