sorry, but typical video streams/codecs are forward coded and will also be downloaded in that way,
that means a reverse video loading or decoding is normally not possible,

Most video editing programs can reverse the timeline of a video. So you paranorma coulld do it by uploading a second reversed video (panorama) on the server.

With the first request, I think he means that you can distort a animated SWF of which you can adjust the framerate / fps of.

that's technically not possible, there is only one global framerate for all flash elements,
a swf would need to use timers for animations if it want to be independent of the global flash framerate,

Hotspot has a "distorted" property, but has no properties variable speed playback or receiving mouse events. Plugin (SWF) can receive mouse events

"distorted"
property of plugin.
