Custom tween for showtext or textfield

Hi, I saw to great way to display text on hover a button :

Apparently it's a mask over the text with a tween on it with tweenlite, but I really don't understand how to build this...

I guess I have to build a custon swf and use it as a hotspot, and that swf file would read text from the xml file to display it ?
If I'm right how to call text from xml file to swf plugin file ?
