scale plugin with screen size

I've got a plugin that is, essentially, a banner of 10 icons that stretches across the bottom of the screen. The source for the plugin is a .swf. How do I tell the plugin to scale so that it remains fully visible as the html changes size?

Use a percentage for width or height.
