Try adding the Editor plugin in an example with more than 1 hotspot like as the textstyles.xml for example...
Open the editor you will see that only 1 hospot is listed...

The problem in that example is the missing 'name' setting for the circle <plugin> element.Another slight issue, when you have a container inside a plugin inside a container, it doesn't seem to show up:
