Create an animated hotspot in fixed location

Hello,

I was wondering how to create an animated hotspot that stays in place, so does not move to face the camera or warp so much with the fish eye effect.
Basically want to make it look like its more part of the scene.

I'm not fully sure what you mean, but maybe try using distorted hotspots:
