Stop pano mouse control when dragging a layer

I created a dragable layer on pano viewer. It worked but the pano moves with the layer too. So mouse controls layer and pano in the same time both. How to make the mouse move the layer only not pano when dragging the layer?

edit: Resolved. The layer must have bgcapture='true' attribute.
