Show 360photo instead of 360video on slower systems.

We have a tour with a mix of 360 photo's and 360 video.
Because we're affraid of buggy videodisplay on slower mobiles, is it possible to show a 360photo instead of a 360video on mobile?

Get the current FPS and if it is considered a low slow
