How to enable tooltips with vtour Normal droplet

I have made tooltips_buttons="true" in the tour.xml but no tooltips. I read the part about html5 and have tried by using only the flash viewer on a local server and still no tooltips.
1. have html5 tooltips been implemented in the current version 1.19?
2. what may I be doing wrong? NOt showing up using flash or html5
Been looking on board for hours and don't see anything to help.

Hi,

that 'tooltips_buttons' setting was already adding in the skin settings, but not implemented in the vtourskin.xml yet.
But all other tooltips settings are already working.
