How works Preloadsound action?

Hello! I have two questions about preloadsound action.

1) If you start the sound while it is preloading, will it start playing immediately or wait for the full load?

<action name="preload_and_play">
preloadsound(1.mp3);
playsound(sound1, '1.mp3');
</action>

2) Is it possible to know that the audio file is fully loaded?
