How to calculate the fov value to zooming out to see the whole image? [FLAT PANO]

In most cases, setting limitview=fullrange and fov=1 will display the whole image normally

but when the stage is small or the image height more than width, setting fov to 1 will not display the whole image and I need to set a value larger than 1.

How do I calculate this value to display the whole image in all cases?
