Tiles not loading on slow internet connection

I'm just proofing this tour to my client and it all loads fine for me but he is getting error messages (see attached screen shot).
I know the files are there and am wondering if it's due to his slow internet connection.

This tour has some large popup photos so is it possible they are downloading before the pano tiles? I'm not very technical but wonder if there is a way to load the pano before the hotspots?

I saw on another post the suggestion to add a command to increase the retries before giving an error message - <network retrycount="2" />, not sure if it will make any difference.

Any thoughts on this people? I know there's some very clever brains on this forum
