Including external HTML files

IF i'm including different HTML file inside of each scene tag like this:

<scene name="scene_1"><data name="spot_info"><include url="infos/spot_info.html" /></data></scene>

- Does it load (include) the file only when corresponding scene is loaded OR it loads ALL included files at once on the start?
