[simple quest] Iframe / cursor with direct / personal skin

Good day,

I can't find the folow questions on this forum, but for sure that quastions was actualy for beginners and exist on this forums

1) How build the personal skin? Use to different oreintation of the buttons and etc?
2) How create the "Iframe" effect for the hotspots (look at the fig1/2 below)?
3) How to adjust the cursor with direction? (look at the fig3/4 below)?
