parent direktory not found anymore after update to 1.19pr4 (pr3)

problem after updating to 1.19... with parent direktory's
for example

<include url="../../global/gmap_standart.xml" /> works fine under 1.18
but after updating to 1.19 there comes an errormessage ...xml not found error 404
