fps in html5

How can i set fps <= 30? Is it posible?

why would you want to change that?

By default the framerate depends on the browsers 'requestAnimationFrame' internal (typically 60hz, in WebVR 60, 75 or 90hz).
For internal debugging reasons there is an internal 'display.framerate' setting (html5 only), that allows setting a specific framerate, but I wouldn't recommend using that beside of debugging.
