The issue may be with your doctype and the use of 100% for the height. I can't remember which doctypes cause this but I believe both strict and transitional cause this issue. You may want to try deleting the doctypes to try this out and then if it works, go from there. If it doesn't make a difference, put the doctypes back.

the problem doctype is this<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/strict.dtd">
then we put another doctype is <!DOCTYPEhtmlPUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN" "http://www.w3.org/TR/html140/DTD/loose.dtd">
we use this and delete previous, firefox problem height 100% solved then
