Have you looked at the latest html templates in the download package? there is one that is titled nojs.html. I believe it is what you are looking for.

Here is the basic coding from that page.

<div style="width:100%; height:100%;">
<object classid="clsid:D27CDB6E-AE6D-11cf-96B8-444553540000"
codebase="http://download.macromedia.com/pub/shockwave/cabs/flash/swflash.cab#version=9,0,28,0"
height="100%" width="100%">
<param name="movie" value="[SWF]">
<param name="flashvars" value="xml=[XML]">
<param name="allowFullScreen" value="true">
<param name="allowScriptAccess" value="true">
<embed src="[SWF]"
pluginspage="http://www.macromedia.com/go/getflashplayer"
height="100%" width="100%" allowFullScreen="true" allowScriptAccess="always"
flashvars="xml=[XML]" />
</object>
</div>

Edit: This is not disabling javascript but it isn't using it either.
