tagging an area

Hi there everyone

I don't like posting links, but I can only explain my question with this link:

Can someone please tell me or give some guidelines how they made the double-click tag function? Specifically, when you double-click and tag an area that is not in the middle of the screen and later come back to that link, it is in the middle of the screen!

Note: I have the whole thing (sending coordinates etc) working fine except for this...

Thanks in advance

Ok, I sorted the double clicking out as well as tagging the specific area even if it is not in the middle of the screen. now, all I want to know is, how can I embed a frame image around the area that was double clicked?
