Editor.swf Edit Hotspots Feature

I've found that once I scale the hotspot, I can't go back to rotate. As rotate will also scale the image in a stuck state..
Rotate
Scale
Roate+previous scale setting.
Very annoying..you have to start over each time you need to rotate again.
Or am I missing something?
