Yes, that's correct. The demo version of the tour is included in the archive, and you can only try out the menu locally.
However, the demo version of the menu is tied to my tour.js license and won't work with yours!
That's the point of the demo version.

Place my tour.js in your tour, and you can test the menu, but only locally; it won't work on the server.
