Please describe your case more detailed.
Just adding a custom key would not cause the webvr.js to fail to load...

You have checked the option 'Allow loading only private-key encrypted xml and plugin files'!
The webvr.js uses public-encryption.
That means the webvr.js would need to re-encrypted with private encryption (that is explicitly supported) to be able to get loaded.

I thought the plugin was just encrypting webvr. xml, but have other plugins such as webvr. js and JavaScript already been publicly encrypted? So now it seems that we can only cancel it

The purpose of the 'Allow loading only private-key encrypted xml and plugin files' setting is that no one can modify the tour by injecting or replacing files. And therefore all files need to be privately encrypted when this is enabled.
