I like the MAKE VTOUR (MULTIRES) droplet.bat but would like it to start with rotation on, where would I change the kmakemultires.config to enable this feature.

You can edit the template if you wish this to happen every time. If you look at the config file you are using with a text editor, it will show you which XML template it is using. Then locate that template and edit it or create your own template with the features you want and change the path in the config file.
Be aware you will have to update this when you update software versions.

There is a sample code. I would advise you to copy that code and study to see what each snippet does.
You will need enabled="true" whereas the example is set to false.
Put that code anywhere in between the <krpano> </krpano> tags as long as you don't put it inside other tags. This is the most basis way to set autorotate.
