You can find there three programs: one free, two commercial. All of them - GUI. On site you can find documentation for programs.
All tour examples was created with them.
As for you task, Hotspot editor from panoVideo Creator and touCreator light allows to add, edit and delete hotspots. But it have much more functions then krpano's tour_editor html.
In krpano you can add only icon hotspot (one image for all tour) and order only one function - load scene.
Hotspot editor can add icon, image, textfield, polygonal and optionally - flyout types of hotspots.
For example as image or icon hotspot you can use any image. And for each hotspot you can select individual image Addfitionally you can select scale and alpha. For distorted hotspots you can rotate them over x, y and z axis.
You can combine text and image for textfield hotspots. Prepare or use ready html page.
Place polygonal hotspots in html 5.
Set start position, scale and alpha for flyout hotspots.
You can order any action for this hotspots. Not only 7 pre-build but also any custom.
More then: you can edit at any moment the position, appearance, content and actions for ready hotspot.
Or simply delete hotspot and create new.
And it is not all.

Often you need to create info that contain some images, that you can enlarge, with description.
The particular example of it is image gallery. Of course, you can use batch image gallery creator from TourCreator Pro (in this case you need to subscribe images after creation), but you can also do it with info box editor. The main advantage is that you can place as the description any text. No restriction for it volume and formatting.

This is instruction how to do it.
Select create new infobox button.

• Press image button
• In open window: select image on system (any folder, If image exeed 2000px it will be resized)
• Create thumbs
• Select thumb size
• Optionally: select thumb border width, color and alpha
• Write title if you need subscribe image
• Save thumb
• Repeat this actions for all image in gallery

The programm creates two files in image directory: thumb (you select it's size and border) and image (it resized to screen size)

When you order action to open this infobox, it will be better to order the width in pixel, not in percentages.
If you need to make changes in fonts, edit css in openstyles.xml

Use TourCreator or PanoVideo Creator. It is GUI for krpano. It is work in HTML5. It is display list of scenes. And many other things.

Basic changes in the program.
Now it's available to add video scenes both with static or video interface.
Static interface is necessary to create tour when you need in vr mode. This overcomes the problem with the disappearance of the vr cursor.
Video interface is necessary when you need in the time-depends functions: seek bar, video time, appearance of the hotspots at specific time, etc.
Additionally this means that now you can use PanoVideo Creator Pro to edit both traditional virtual tours and tours with 360 video.
It's available to create in static tour all types of menu (including list menu, group menu, vr menu, etc), place different types of hotspots, create different type of infoboxes, add all in-build and custom actions, edit some tours and scenes settings.
vr-note: textfield, flyout and polygonal hotspots will dissappeared in vr.

You can use 'html-style" drop-down menu from TourCreator or PanoVideo Creator
If you create only one item of main menu and select all your scenes as submenu items it will work as combobox with scrall. The scralling appears when the size of drop-dawn items exeeds the percent of screen size. It is actual for mobile devices.
You also can use the "show thumbs" function of menu. In this case the thumbs are allways scrallable.
Additionally you can group thumbs.
Of course you can use all others functions of menu.

The easy way is to use tourCreator Light
Create as many floor plans as you need in your tour.
You can either order to open them in the specific scene on the skin button (this is included function). Or open plans via upper menu (this is included function). Or open on hotspot click (this is included function).
Either create your own button and show plan that you need. Switch their visibility.

We suggest for your attention the vr drop-down menu that provides thumbs navigation between scenes in pano video tour. Additionally it allows to stop/play video.

1. menu appears in the upper left corner of the screen when you enter the vr mode
2. preview scenes are opened when you hover the cursor on the preview icon.
3. In normal mode, you can use to navigate a standard html menu

Preview scenes are built automatically.
Menu provides the function to devide scenes to groups (not in this example).
The main reason for creation of this menu is the fact that vr cursor does not work with standard krpano videointerface and thus kill all interactions inside vr. And standard krpano example brings one extra click to load necessary scene (in fact - two clicks)

2. In " start scene" window mark checkbox " Start tour in vr".

You can use PanoVideo Creator Pro.
It allows to place different types of hotspots and order the time (start and end) of their appearance.
This is GUI - simply order the time.
You can also add "starttime" and "endtime" attributes for hotspot's xml node
