how can I resize hotspot scale (or width/height) based on multiple resolutions or devices?

Hello,

I am trying to make the current tour I am working on a bit more responsive and would like to know

if it's possible to set the scale of hotspots sharing the same style for different resolutions or devices? A little example would be helpful please :)

Yes, you can add the type of devices to which it will be applied to the scale attribute:
